Illinois Universal Service Fund – ISCECA
The Illinois Small Company Exchange Carrier Association, Inc. (“ISCECA”) is an Illinois not-for-profit corporation established pursuant to the Illinois Commerce Commission’s Thirty Seventh Interim Order dated July 20, 1988 in Docket No. 83-0142. Vantage Point has administered the Illinois USF (Illinois Small Company Exchange Carrier Association Fund – ISCECA) since 1998 (previously administered as GVNW Consulting).
On August 20, 1999, the Illinois Commerce Commission (“Commission”) was granted explicit authority to establish a universal service fund under Section 13-301 of the Illinois Public Utilities Act (IPUA). Specifically, § 13-301(d) governs universal service funding for incumbent local exchange carriers, as stipulated in the Commission’s Twenty-Seventh Interim Order in Docket No. 83-0142 and further addressed in Orders from Docket Nos. 97-0621 and 98-0679.
On March 16, 2000, the Illinois Independent Telephone Association (IITA) filed a Petition in Docket No. 00-0233, seeking an investigation into the need for and establishment of a Universal Service Support Fund under § 13-301(d) of the Illinois Public Utilities Act (IPUA).
On March 29, 2000, the Illinois Commerce Commission (“Commission”) issued an order in Phase 2 of Consolidated Docket Nos. 97-0601/97-0602/97-0516. This order deferred all universal service issues raised in that case to a new proceeding, in which the Commission planned to conduct a comprehensive investigation under § 13-301(d) of the Illinois Public Utilities Act.
The investigation was initiated in Docket No. 00-0335 following a Commission order entered on May 10, 2000. This order directed the consolidation of Docket Nos. 00-0335 and 00-0233. The Illinois Universal Fund was established on October 1, 2001, following the Second Interim Order entered on September 18, 2001, in Consolidated Docket Nos. 00-0233 and 00-0335.
Illinois Public Utilities Act – Section 13-301(d)
Investigate the need for and, if appropriate, establish a universal service support fund. This fund would support local exchange telecommunications carriers who, as determined by the Commission’s Twenty-Seventh Interim Order in Docket No. 83-0142 or the Orders in Docket Nos. 97-0621 and 98-0679 face economic costs of providing services that exceed the affordable rate set by the Commission. Eligible carriers may receive support for these costs minus any federal universal service support they receive for similar services.
