Order released April 29, 2025.
SUMMARY
On April 29, 2025, the Federal Communications Commission (FCC) released an Order providing guidance to Rural Digital Opportunity Fund (RDOF), Bringing Puerto Rico Together Fund (PR Fund), and Connect USVI Fund carriers that they will be required to certify all Broadband Serviceable Locations (BSL) Fabric (Fabric) where service is offered in the High-Cost Universal Broadband portal (HUBB) by March 2, 2026. In short, for the next HUBB filing carriers will report all locations utilizing Fabric IDs instead of address and geographic coordinates. The Order also waived Performance Measures Testing (PMM) during Q1 and Q2 2026 and certain Letter of Credit (LOC) requirements in limited circumstances.

ACTION ITEMS & TIMELINE
- Review current and future deployment utilizing the Fabric to determine implications. Additional steps such as Broadband Data Collection (BDC) challenges, HUBB changes, and billing updates will need to be addressed in a timely fashion.
- Review your LOC and deployment status to determine if the LOC waiver may apply.
- Prepare for future PMM testing implications utilizing Fabric locations.
