Pre-Testing begins January 1, 2026.
SUMMARY
Beginning January 1, 2026, Enhanced ACAM (E-ACAM) recipients must begin the Performance Pre-Testing phase per the Performance Measures Testing Requirements. Performance testing on network speed and latency must be conducted for one week each quarter and results must be reported and certified within two weeks following the quarter end.
The window has been opened for E-ACAM participants to log in to the Performance Measures Model (PMM) and begin the PMM random selection process. This process consists of identifying all active broadband subscribers for HUBB certified locations and uploading to the USAC PMM portal. The USAC portal will then randomly select the locations that must be tested. Random samples are in place for two years.
