SUMMARY
Beginning March 2, 2026, Rural Digital Opportunity Fund (RDOF) recipients will be required to report High Cost Universal Broadband (HUBB) deployment data using Fabric Location IDs from the CostQuest Broadband Serviceable Location (BSL) Fabric that’s currently used to report broadband deployment for the Broadband Data Collection (BDC) filing.
The RDOF interim list of required locations is available for all RDOF carriers. RDOF carriers must deploy to the designated RDOF locations under the terms and conditions of the RDOF winning bid. This includes reporting all historical and current RDOF deployments in the HUBB, based on Fabric Location ID (not by address/latitude/longitude). The HUBB will validate the reported Fabric Location IDs to ensure accuracy and track deployment obligations and milestones. Note: HUBB locations already reported have been removed from the HUBB.
It is imperative that RDOF recipients begin reconciling HUBB data and be prepared to report Fabric Location IDs as opposed to address and latitude/longitude to ensure timely and accurate reporting. RDOF carriers will be certifying deployment through the end of 2025, including all prior years (60% milestone for 2021 authorized bids; 40% milestone for 2022/2023 authorized bids).
In addition, CAF II (Connect America Fund) Auction recipients must be 100% deployed by December 31, 2025 and be able to certify to such by March 2, 2026. Carriers unable to meet their deployment obligations may be subject to non-compliance measures as identified in 47 CFR 54.320 (Compliance and Record Keeping for the High-cost Program).

ACTION ITEMS & TIMELINE
- If you are an RDOF recipient, ensure you are equipped to report all previous HUBB certified locations and any newly deployed HUBB locations on a Fabric Location ID basis as opposed to address and latitude/longitude.
- If you are a CAF II Auction recipient, ensure you will be able to meet 100% of your deployment obligations by December 31, 2025, and certify as such by March 2, 2026.
