SUMMARY

Guidance released on August 18, 2025, by the National Telecommunications and Information Administration (NTIA), provides a guide for subgrantees who are participating in the Broadband Equity, Access and Deployment (BEAD) Program. Subgrantees who will be deploying BEAD-funded networks should begin preparing now to ensure they will be able to meet the program’s compliance requirements.

The guide is broken down into these categories:

  • Network Capabilities: Speed and latency requirement, reliability and resilience, and network outages
  • Deployment Requirements: Deployment deadlines and milestones, required conduit access points, covered purchases
  • Service Obligations: Low-cost option, access to service, use of funds, and public awareness
  • Policies: Cybersecurity & Supply Chain policies must be aligned with NIST standards
