Important reminders related to PMM Testing.
SUMMARY
Beginning January 1, 2025, all high-cost support recipients (aside from E-ACAM recipients since they are not required to begin testing until January 1, 2026) must upload and certify Performance Measures Module (PMM) test results by the 15th of the month following each quarter end. Penalties will apply for those failing to upload and certify test results by the deadline.
- Q1 test results and certification due April 15, 2025
- Q2 test results and certification due July 15, 2025
- Q3 test results and certification due October 15, 2025
- Q4 test results and certification due January 15, 2026
Carriers that do not, for any reason, upload and certify quarterly test results by the deadline must notify the FCC and USAC by the certification deadline by emailing connectamerica@fcc.gov and hccerts@usac.org.
In addition to the above notification, carriers that have testing obligations but do not have any active broadband subscribers to test for the specific fund, must complete a “No Subscriber Attestation” in the USAC PMM Portal. They must continue to do so quarterly until they do have active broadband subscribers and can obtain random samples for testing.
While many carriers previously uploaded and certified test results quarterly for 2024, those that did not are required to upload and certify the 2024 test results by July 1, 2025, to avoid monetary penalties.

ACTION ITEMS & TIMELINE
- Ensure 2025 test results are uploaded and certified by the 15th following each quarter end.
- Ensure 2024 test results are uploaded and certified by July 1, 2025.
- Ensure proper notification is provided if, for whatever reason, you are unable to complete the required quarterly testing and certification.
