SUMMARY
On December 8, 2025, the Federal Communications Commission (FCC) released an Enhanced Alternative Connect America Model (E-ACAM) Order clarifying support recalculations and another E-ACAM interim location file. This information provides updated fiscal and location information for carriers that elected the E-ACAM support mechanism in 2023. Carriers should carefully review the information and determine if further action is needed due to potential fiscal impacts to the remainder of their E-ACAM support term.
The E-ACAM order details:
- Current projected support amount
- The timelines when recalculations will occur, if support amount changed
- The FCC’s response to several industry comments regarding the support recalculation
The E-ACAM updated interim location file incorporates:
- All adjudicated challenges to broadband fabric
- All successful broadband speed and availability challenges filed by August 1, 2024
- Updated funding commitment data from the current version of the Broadband Funding Map

Carriers will be able to utilize this interim file to project the potential E-ACAM impacts to final build-out obligations and funding.
