SUMMARY
On January 22, 2026, the Federal Communications Commission (FCC) released a Public Notice announcing Office of Management and Budget (OMB) approval and effective dates related to Robocall Mitigation Database (RMD) filing requirements:
Annual RMD Recertification due March 2, 2026
Note the Public Notice states March 1, 2026 which falls on a Sunday; due date is March 2, 2026 in accordance with FCC filing rules. Filing window will open February 1, 2026.
RMD Deficiency Reporting
The FCC created RMD-Reporting@fcc.gov as the official email address for any and all parties and/or individuals to report potential RMD deficiencies. The FCC has not finalized the reporting content and format requirements but business name, FRN, and RMD number along with a brief description of the deficiency is suggested.
Multi-Factor Authentication
Multi-factor authentication is now required for accessing the RMD portal.
The $100 Annual Filing/Application Fee for initial and annual certifications is still on hold for the time being. The FCC will publish a notice announcing the effective date.
A reminder that the following becomes effective February 5, 2026:
- $10,000 fine (on a continuing violation basis) for false or inaccurate RMD filings (increase from $3,000)
- $1,000 fine (on a continuing violation basis) for failing to maintain up-to-date RMD information within 10 business days of the change
- FCC Red Light Rules apply to RMD filings
- CORES Information Updates – any information submitted to CORES (including FRN contact information) must be updated within 10 business days of any change to that information

- You have a STIR/SHAKEN implementation obligation, or
- You have a RMD Certification filing obligation.
Action Items & Timeline
- Complete the Annual RMD Recertification by March 2, 2026
- Ensure all CORES data is kept current and update if needed within 10 business days of the change
- Ensure your RMD Certification (including contact information) and Program are kept current and update if needed within 10 business days of the change
