Alert: ROBOCALL MITIGATION ADDITIONAL REQUIREMENTS AND DEFICIENCIES

Effective date February 5, 2026.

SUMMARY

The effective date for the Federal Communications Commission (FCC) Order released on January 8, 2025 is February 5, 2026. The intent of the order was to improve the overall integrity of the Robocall Mitigation Database (RMD) submissions and reinforce the procedures provided by which providers must abide to submit, update and maintain accurate filings. There are portions of the Order that are still pending Office of Management and Budget (OMB) approval. It is anticipated this approval may take some time before effective dates are announced.

Effective February 5, 2026

  • $10,000 fine (on a continuing violation basis) for false or inaccurate RMD filings (increase from $3,000)
  • $1,000 fine (on a continuing violation basis) for failing to maintain up-to-date RMD information within 10 business days of the change
  • FCC Red Light Rules apply to RMD filings

Pending OMB Approval

  • Development of a new Portal for any and all parties and/or individuals to report potential RMD deficiencies for Enforcement Bureau investigation
  • Annual RMD Recertification due March 1
  • $100 Annual Filing/Application Fee for initial and annual certification

This may apply to you if…

  • You have a STIR/SHAKEN implementation obligation, or
  • You have a RMD Certification filing obligation.

Action Items & Timeline

  • Obtain your own SPC token and work with your underlying provider to ensure all IP calls are authenticated with your certificate
  • Update the Robocall Mitigation Database (if applicable)
