Wendy Harper

USF Services and Division Manager

Wendy has been involved in the telecommunications industry since 2000.  She is the USF Services and Division Manager and has experience in various regulatory areas.  Some areas Wendy has been heavily involved with are the preparation of regulatory manuals and employee training for compliance issues such as Customer Proprietary Network Information (CPNI) regulations and Federal Trade Commission Red Flag rules regarding identity theft regulations for creditors.  She completes ongoing compliance training for state associations as well as individual companies.

Wendy assists in preparation of various client litigations including discovery, direct testimony, and rebuttal testimony.  She assisted with the completion of Federal Broadband Stimulus applications, protests, and assists clients with overall grant implementation and reporting duties.  Wendy completes NECA reporting for numerous Average Schedule companies, prepares, files, and corresponds on switched access rate filings with the Federal Communications Commission and state utility commissions, assists clients with Market Surveys and various tariff research, as well as CABS billing disputes.  She has assisted clients in multiple auctions, including CBRS and RDOF. She also assists with video compliance, including line-ups, contracts, and more.

Wendy has been involved in the administration of statewide telecommunications associations with a variety of duties including accounts payable, accounts receivable, monthly financial preparation, audit preparation, and more.  She has completed monthly CABS bill reviews for Interexchange Carriers and analyzed long distance revenue impacts for ILECs providing toll services.  Wendy completes various research and consulting projects for clients on hot industry issues.
