Oklahoma Universal Service Fund
The Oklahoma Universal Service Fund (OUSF) was established in accordance with the Oklahoma Telecommunications Act of 1997. Vantage Point has administered the OUSF since 2013, previously under GVNW Consulting.
All contributions and distributions are processed through Vantage Point Solutions. Carrier Remittance Worksheets must be submitted online via E-File only.
All OUSF contribution payments should be remitted directly to First Fidelity Bank in Oklahoma City, OK. Please refer to the OUSF Payment & Worksheet Submission Information (Attachment B) for further details.

Important Announcements
On June 25, 2024, the Commission issued a Final Order in Case No. OSF2022-000045, Order No. 742418, Application of Brandy L. Wreath, Administrator of the Oklahoma Universal Service Fund, Seeking to Adjust the Connections-Based Assessment Factor for the Oklahoma Universal Service Fund. This Order approves a connections-based assessment of $1.63 per connection. July 2025 Update: The OUSF assessment factor will remain the same at $1.63 per connection for July 2024 forward, or until further notice from the Oklahoma Corporation Commission.

- July 31, 2024 forward or until further notice: $1.63 per connection
- July 31, 2023 – June 30, 2024: $2.02 per connection
