Arkansas High Cost Fund (AHCF) and Arkansas Extension of Facilities Fund (AETFF)

Vantage Point Solutions has been selected as the Arkansas High Cost Fund (AHCF) and Arkansas Extension of Telecommunications Facilities Fund (AETFF) Administrator effective August 9, 2024. The Arkansas Public Service Commission adopted the AHCF Rules to provide support to ETCs pursuant to the provisions of Act 385 of 2007 and to defray the costs of administering the fund, including the costs of completing an annual, independent audit. The AETFF was established in 2002 as a grant program for the extension of facilities to persons unserved by wire line telecommunications services.

Important Announcements

Effective February 1, 2025 and until further notice, the Arkansas High Cost Fund assessment rate will be 11.92%, as filed in Docket No. 97-393-A on December 19, 2024.

 

All AHCF Carrier Revenue Reports must be submitted online via E-File beginning August 21, 2024. The Vantage Point USF Solutions online filing platform is designed to allow AHCF Participants to securely submit the AHCF Carrier Revenue Report data.

 

Encore Bank has been selected as the new bank for all AHCF contribution payments. Beginning August 20, 2024, all AHCF contribution payments must be remitted directly to Encore Bank. Please see Attachment B – Payment Submission Information for more details.

 

Vantage Point Solutions (VPS) has been selected by the Arkansas Public Service Commission as the new Administrator for the AHCF and the AETFF as of August 9, 2024. VPS is also the Administrator of the Universal Service Funds in Illinois, Kansas and New Mexico, and is the Manager of the Oklahoma Universal Service Fund.
